Research & Speed Read: Creating an Effective Learning Ecosystem

  • March 11, 2026

CRF’s Research on Creating an Effective Learning Ecosystem, sponsored by Center for Creative Leadership and Valence, reveals the weak link between learning and performance:

  • Only 10% of survey respondents say their learning is clearly linked to performance, productivity, or innovation in a way that is visible to leaders
  • Many learning functions are over-busy and under-influential. Organisations seeing the greatest impact are not simply investing in more learning tools, but are focusing on how learning connects with strategy, work and talent processes
  • Starkly, 68% of respondents agree that if the learning function does not change, it risks becoming irrelevant.

We need to stop asking “What learning should we offer?” and start asking: “What must the organisation get better at to deliver its strategy?”.

The Solution: The CRF Learning Ecosystem Model

Our research identifies seven building blocks required to create an effective link between learning strategy and performance and outlines the practical steps to design and implement each, including:

  1. Aligning with the business: Prioritising and creating a shared learning philosophy.
  2. Connecting to work: Leveraging strategic workforce planning, job design and a skills lens.
  3. And creating the learning environment: Specifying precise behaviours that support learning and performance.
